Yes, GeoServer supports the transaction operations - insert, update and delete, as of version 0.92. The LockFeature operation is supported as of 0.94, and GetFeatureWithLock has been supported since 0.97. As of version 1.1 GeoServer supports the Web Map Service (WMS) protocol for visualization of the data. It should be fully compliant relatively soon.
